We see larger batteries (> 20 kg) popping up in more and more sectors, such as industrial batteries, batteries for electric vehicles, and data warehousing. These require a specific approach when it comes to the guarantee scheme, collection, pickup, sorting, processing, and recycling, reusing, or repurposing. 

Attention

For large batteries > 20 kg (with the exception of ESS modules in an installation > 16 MWh), Bebat is considering the introduction of an environmental contribution from 1/1/2026, in order to establish a collective system for fulfilling the EPR (including the guarantee scheme).

The administrative contribution remains applicable to lead batteries > 5 kg.

An individual customised service agreement 

If you are a Bebat participant and pay an administrative contribution, you still have some EPR obligations to fulfil yourself. Bebat can help you with this on the basis of an individual agreement. After all, no two situations are identical. That is why Bebat draws up a customised solution at the request of the producer of large batteries.  

It may include the following services: 

  • ADR-compliant packaging
  • Collection
  • Sorting
  • Dismantling
  • Transport to recycler or re-user
  • Recycling
  • Preparation for reuse or repurposing
  • Collection certificate provided
  • Reporting  

Additional obligations for batteries > 25 kg

Guarantee scheme

The European Battery Regulation (Art.58.7) requires you as a producer to provide a guarantee if the end-of-life cost is not paid in advance – as is the case for batteries subject to the administrative contribution. In this way, the cost is also covered in the event of bankruptcy or cessation. The guarantee can take the form of a pledged account, an on-demand bank guarantee, or insurance, in your name and at your expense as the individual producer.

Bebat is exploring whether this guarantee scheme can be organised collectively by introducing an environmental contribution, so that not every producer needs to take individual steps to obtain a bank guarantee. We have found that an individual guarantee scheme involves high management costs over the long term. Moreover, the guarantee must be adjusted annually according to the batteries you made available on the market and the evolution of costs. This brings significant financial uncertainty for you as a producer. We will keep you further informed on this matter.

Submission form for EPR

At the request of the regional authorities, all participants declaring batteries > 25 kg (excluding ESS and lead batteries) under the administrative contribution to Bebat, must submit a form indicating how they will organise the end-of-life obligations of these batteries themselves. This covers aspects such as collecting, picking up, dismantling, recycling, reusing or repurposing of batteries.

This obligation is also very complex and labour-intensive and will be avoided by introducing an environmental contribution.

Dismantling and diagnosis

We consider whether the battery can be repurposed or reused in a second-life application, and if it cannot, we ensure that it is properly recycled.

For the growing volume of large lithium-ion batteries, Bebat is part of Reneos, the European network that unburdens everyone active in the e-mobility and the ESS sector with a customised service. 


How much do customised services cost? 

€60 (excluding VAT)

As a Bebat participant, you pay an annual flat-rate contribution of €60 (excluding VAT) to Bebat.  

Additional costs

In addition, for large batteries > 20 kg (except ESS modules in installations ≤ 16MWh) you also pay an administrative contribution. This covers the costs for: 

  • Registration and reporting to the 3 regional authorities
  • Prevention, awareness and communication

Costs for the financial guarantee, collection, pickup, sorting, processing, and recycling, reusing, or repurposing are not included in the administrative contribution.

Why not? Because these costs depend on the weight, chemical family, necessary packaging, and the service requested. When an individual agreement is drawn up, a customised contribution is also agreed upon. 

You only pay that expense at the time you use Bebat’s services. This is also called the ‘Pay as you Collect’ principle.
